Do project management and you really want someone in that role who puts their name on the line. It’s their project, so any work should be about making them (and their customer) happy.
Counseling? Fuck off. Forget this passive-aggressive way the article talks about the problem. Let me tell you the biggest killer of time: lack of confidence. Give people the room to be whom they are, guide them, then back off.
